I think both are equally overdone. I definitely don't think violence or sex should be censored at all, and should be used whenever they are necessary, but not when they aren't. A lot of stuff has out of place stuff in it just to make it more adult or edgy, I still cringe a little when two characters start making out for more than a couple seconds, it's so excessive and it doesn't do anything for the story.

Anime is a bigger market. There are lots of shows intended for kids, and a lot more shows intended for mixed and adult audiences. Western cartoons are almost entirely for kids, with a handful of adult swim/south park guilty pleasures for adults.
