That's why he can't comprehend Superman having a secret identity.

There's this whole thing where Lex recognizes that all the evidence points right at Clark Kent being Superman, but he refuses to accept it because he refuses to accept that such a powerful being would willingly disguise themselves as such a weak speck of a human being.

Similiar logic could extend to other heroes, he's probably deduced most of their identities - but in a lot of cases he refuses to accept the results because he refuses to accept the idea that beings that powerful can be that altruistic.

Superman and Batman both have secret identities that are high-profile, would easily be recognized by a savvy person like Luthor, but the Flash is just some detective in some police force. And even though most super heroes have mundane-ish alter egos and there's no reason for a random person who has no idea who ANYONE'S secret identity is would believe that everyone is secretly someone famous, when the audience heres "secret identity" they immediately think of billionaire playboy Bruce Wayne or star Metropolis reporter Clark Kent.

It's weird how perfectly in character Lex is off written. Authors really get him as a villain.
