Two reasons. First reason, They over-ship and overcharge their product to comic book shops, slowly bleeding them dry. Comic shops are stuck footing the bill, and find themselves drowning in unwanted, unsold product. Marvel uses this opportunity to mark said product as successful sales.

Second reason, as you said, 1st issues and events keep the collectors coming back again and again. Quality of writing makes no difference when you have name brand recognition. Frequent relaunches means more #1s, and more sales numbers they can cook to look good for each monthly sales report.

You can probably include controversy sales tactics too. Constant antagonism towards long-time readers not just in Marvel's stories, but on social media too. Get enough people mad and the free publicity comes with it. This tactic has become less potent in recent months though.
