How do you create a cartoon character that annoys characters

Create a character who is annoying to the audience and annoy him.

Simple, make the annoyance overall minor but have the offended character over react to it as it were a heinous act.

Also its good to have the annoying character on occasion not be COMPLETELY annoying and have their good natured and kind actions be not obnoxious on occasion. Also once more...Make them sorry for when they get EXCEPTIONALLY annoying on occasions.
