Crappy list is Crappy.

Zatanna's problem (and all magic user's problem in general) is that there's no level to her power. Sometimes her magic can do impossible things and defeat god level creatures, other times she can't deal with a random thug. Zatanna tends to deal with slightly bigger then low level threats on her own so that's where I'd put her power level but she's all over the map.

I figured Flight and Speed put Billy higher, although Orion as a New God is really variable power wise. He's either Darkseid tier or under Supes. I went with right around Supes.

Honestly, I had to fit him in somewhere and while powerful he was young in the league so I justified that would make him weaker and more reckless than a full grown Supes.
