Rorshach may not have been right but Ozy was definitely wrong. Cold War Nuclear paranoia dissipates and even seems quaint with the benefit of hindsight. MAD was not a realistic scenario in any case as the ultimate goal of warfare is the taking or defending of resources, and total nuclear annihilation only serves to destroy resources
Ozymandias bought into the Cold War boogeyman hook, line and sinker. He assumed that the military leaders of the world were not as rational as him, he assumed they would act solely to destroy. When in reality they have a greater stake in the continued existence of the planet than him.
