People like Lex for the same reason they like Doom.
He isn't a one dimensional villain.
He may do question, sometimes evil things, but Lex always sees himself as the hero of his story. He believes that what he does, he does for the good of humanity. Even during the times he goes fully off the deep end, he clings to that notion as justification for his actions. Lex (Unless the writer is really shit) will never sell humanity out to alien overlords and will always put Earth's best interests above all other planets.

It just so happens that Lex feels his best interests always coincide with Earth's best interests...Even when they don't.

No one could care about the Joker today if it wasn't for Heath Ledger. Prior to that point Lex was consistently the first name normies thought of when you said "supervillain." If Mark Strong or some other good actor portrayed the latest cinematic Luthor, he'd be the most prominent again. But in 30 years, when TDK's influence is gone, everyone will still know Luthor more than the Joker, as it was in the days before.

Ask 1000 different normies in Hong Kong, Rio, Paris, New York, Chicago, Moscow, Beijin or any other major city on the planet to name the top five DC villains and very few of that 1000 per are going to name Bane, Freeze, Kite Man, Calendar Man, Killer Croc, Riddler, etc. Only a handful will list Penguin among the top 5, so that leaves you Joker.

The joker was a joke in the 1960s movies. It wasn't until Burton proved he could be more and than the DCAU's resident Batfags got to jerk off all over him, that it changed.

The Batman series was not a big deal on the planet. That's why Return of the Caped Crusaders or whatever it was called failed to crack even the top 50 of best selling DVDs world wide and why, inspite of the fact that idiots here were making breathless posts that The Lego Batman movie would 'save the DCEU' and make 'a billion' or 'make more than BvS,' it barely went anywhere either in North America and certainly not worldwide.

If you want to have a popularity contest and limit the contest to the USA, fine sure - Catwoman and Penguin. That's exactly why that Catwoman film was such a huge hit, am I right? But if you want to take infamous or popular as those words should be use, again as I said, stop 1000 people in any major city and ask them to rattle off DC Comics villains and see what you get in response.
