Golden Age Batman is weirdly inconsistent with his killing - in his second appearance he kills most of a jewel thief's gang, but spares the ringleader. I think it's just cuz those stories were derivative of pulp stories like The Shadow. That said, I'm okay with Batman making exceptions for monsters and vampires.

Golden age Batman pretty much was the Shadow, just without the mind control powers. The character and origins are practically the same

He's even weirder in the first Joker story. He doesn't spare Joker because of a no kill rule he calls Joker his trophy and catches him alive for his own ego. Golden age bats is even more fucked up than all star Batman and Robin bats.
