This is true to an insane degree. Canadian cartoons aimed at anyone over the age of ten are far less afraid to make a sex joke, even a longer, more involved one. Back in the early '10's when Cartoon Network was importing canadian cartoons left and right the censors were increasingly blatant as they ran through the more innocent shows and episodes. That gay joke on 6teen was probably the most obvious example.
