They have a deal already, they can make as many Hulk films as they want but they have to give some of the money to Universal and they don't like that.

And to be fair, Hulk solo films are not a very safe investment so the fact that they're guaranteed to lose some of the profit right off the bat means it's not a very attractive business idea.
