That could work, but for it to be a series there would have to be an underlying theme. Otherwise I think it would be too episodic.
So, kind of like What a Cartoon?

>Small town
>Cop responds to 9/11 emergencies
>Over time the calls get more and more worse
>Things like public intoxication and general tom foolery devolve into murder and kidnappings over time
>Subtle ques over the show that cult activity is rampant and is getting to the point where they can't retain secrecy
>Multiple opportunities where the cop could discover this and prevent it but overall never discovers it or thinks anything of it
>Final time he "resolves" a 9/11 emergency and shows him driving away
>9/11 calls immediately start lighting up across the board and the town devolves into complete madness and Lovecraftian horror (this is where the animation really picks up)

Mmmmmmmmaybe.
The original series was nothing if not episodic.
Thing is maybe people just stereotype animation to NEED an over arcing theme when so many live action shows have no expectations.

Yeah you're right. I suppose the real question is how to make such a cartoon that isn't the Twilight zone the Animated series.
Really what I was getting at is too many different artstyles and stories could make it feel like it isn't even the same show.

Basically this, but have it mostly take place in one town in different times.
Maybe hint that each story is somehow connected, but never truly touch upon how.

This, but your entire synopsis as a pilot.
