Jean was something of a whore under Millar. He had Wolverine deflower her plus a lengthy arc where Scott was left to die by Wolverine in the desert explicitly so he could sweep in and steal Jean from Scott.
Millar, like Joe Casey and Grant Morrison* blatantly wanted Jean/Wolverine and editorial refused to do it.
Hell, it's one of the chief reasons WHY Emma/Scott happened. Grant and Joe wanted Jean/Logan and even openly stated they wanted it/had Joe Casey's first issue (which IIRC came out before Morrison's first issue) have Jean and Logan kissing on the cover and a plot which drew them close.
Fans revolted in huge number and Marvel vetoed it/told Morrison to push Scott/Emma instead to break the pair up, with an eye towards Jean/Logan down the road. But Morrison killed Jean off and fucked shit up big time
