Ship teasing for your show didn't happen until the (original) final season and by then the show was already popular.

Avatar also didn't have much in the beginning, but then the creators became aware of it and decided to pander to fans. But again, it was already popular before that happened.

Also Voltron has 0 shipping in it but that doesn't stop autistic shippers from spreading their cancer into ever discussion about the show. Thankfully the writers haven't caved to them yet and actually seem disgusted by them based on their reactions to questions at panels so some of my hope for humanity remains intact.
