I wouldn't think so.
Even though Pigeon Man didn't trust people, he can at the very least trust Arnold because of what he did for him. Pigeon Man offing himself would have worked but it is comfy as fuck knowing that he could hold on to that tiny bit of hope Arnold gave him and not kill himself.

I'd actually almost argue that it makes more sense for Pigeon Man to be alive in LIGHT of how the episode actually turns out. You are correct: Arnold gives him that speck of hope. And that's what Arnold fucking does, over and over and over. It happens all throughout the show. A strange, different, "weird" character exists, then they're put into a state of utter despair, then they meet Arnold, and then Arnold lifts them up.
Arnold doesn't get talked about enough as a force of change, I think. Arnold's fucking powerful. He's powerful because he has an incredibly deep capacity to empathize, to understand these strange people that inhabit his city. And because he understands them, he gives them hope. He makes them realize they're not alone.
