It's about the targeted demographic.
The east aims to drain the wallets of teenage to mid 20 something men with endless moe merchandise, and designs characters accordingly.
The west aims for small boys and their parents wallets, so they need a character for young boys to relate to or emulate. Thus you get more developed male characters.
