If this is anything like a real school there's a chance that all of Tadashi's research and inventions are University property.

They can give Hiro some of Tadashi's personal effects but the physical lab itself and a lot of his work belonging to the school makes sense.

Why would you give a fairly large and sophisticated lab to an underage freshman who skipped orientation, hasn't declared a major or gone to any classes? That lab could go to other grad students who have research projects and grants and actually need it.
