Toffee isn't a "perfect" villain, he had personal flaws. He just had much better self-control and kept his eyes on the prize.
He takes pride and pleasure in victory, letting his composure slip just a crack first with Star, then going into full evil gloating mode in Season 2 when he takes down the MHC and (so he thinks) gets rid of Glossarcyk.
By the time Star used the Whispering Spell and literally put herself in the palm of his hand, he felt that he had already won and every loose end was taken care of. Magic was dead, so Moon was powerless. Star was trapped in the sea of inert magic. Glossarcyk had been taken care of. Nobody was left to stand against him, so time to move on to the next plan.

Marco is generally insecure and only very confident with Star around. Her leaving so suddenly pulled the rug out from under his life.

All that said, I think just having Marco casually show up a few days later without showing or telling us anything about how he came to that decision was another big failing of the movie.
They could have easily taken out two minutes from all the other stupid shit that goes on in that episode to show something that important.

There's also some talk of changes in plans of overarching direction, which makes sense as the Toffee hype was building up to the point of threatening to take over the whole series, and because having story arc villains help further fit the "anime" feel of the series.

They can and probably should still include further exploration of Toffee's background and possibly have some sort of posthumous influence, just so that the build-up isn't completely wasted now that he's dead. Plus, it's not like it'd be hard to bring him back to life somehow after the Eclipsa story arc.

Nefcy intentionally made Toffee a whiny baby in his last scene because of Michael C. Hall's behavior off-set. He kept asking for a slight raise because he was getting behind on his medical bills, thanks to how expensive cancer treatment was five or six years back, and he wanted to be able to pay them off without going into debt. Nefcy lit him up for being so absolutely selfish, and when he tried to argue with her she had the last scene changed to Toffee being killed off, so MCH would no longer have a job. This is why season 3 has been pushed back to November, because they have to redo a large portion of the plot now that resurrected Toffee is gone.

Reminds me of the time I met Nefcy in a grocery store. I told her how cool it was to meet her in person, but I didn’t want to be a douche and bother her and ask her for photos or anything.

I was taken aback, and all I could say was “Huh?” but she kept cutting me off and going “huh? huh? huh?” and closing her hand shut in front of my face. I walked away and continued with my shopping, and I heard her chuckle as I walked off. When I came to pay for my stuff up front I saw her trying to walk out the doors with like fifteen Snickers in her hands without paying.
The girl at the counter was very nice about it and professional, and was like “Ma'am, you need to pay for those first.” At first she kept pretending to be tired and not hear her, but eventually turned back around and brought them to the counter.
When she took one of the bars and started scanning it multiple times, she stopped her and told her to scan them each individually “to prevent any electrical infetterence,” and then turned around and winked at me. I don’t even think that’s a word. After she scanned each bar and put them in a bag and started to say the price, she kept interrupting her by yawning really loudly.
