Vegeta was pretty much never "second strongest" before Super's anime-only expansion. In his initial appearance up until the Freeza fight, he's outright the strongest (and a villain). After Goku completes his training and arrives to fight Freeza, he gets to be the second strongest for five minutes before Piccolo surpasses him, and then he quickly dies. In the beginning of the Android arc he's third, after Trunks and Goku. After the time skip he's back to being the outright strongest, Piccolo stating he's even stronger than Goku was when he was healthy. He loses this spot to Piccolo for like a day, then becomes the strongest again, the whole time Goku is still behind. Then Goku and Gohan go into the time chamber and come out. At this point he's third or fourth, behind Gohan and Goku and roughly tied with Trunks.

The only time he's second strongest for any notable period is the beginning of the Buu arc. Where he fights no one of note and quickly becomes a villain again and then dies. By the end of the Buu arc he's barely fifth, after Gohan, Gotenks, Goku, and Mr. Buu.
