First up, I'd say Doom, believe it or not. Most of his best feats have to do with his "will" or some bullshit. Sure, there's the Time Platform, that time he depowered the Surfer, and some other gizmos. But apart from that, he can't do the crazy shit others can. Not to mention that he has all of Latveria's scientists working for him. Even ex-Nazis.
Next up, is Stark. Sure, he can make some mean armors. And chunk out a weapon or two. But apart from that? Eh. Nothing else. Nada. No-thing. All he can do is make armors. Cool armors. Great armors. But he can't do the shit Reed can. And he even made a Galactus Buster.
Look, I can see you dissagreeing about Doom, but I think hisedge is that he's a dabbler at everything. He's not the geneticist Sinister is, but he could clone somebody... eventually. He doesn't make as cool armors as Stark, but his is super-durable. He can't do the crazy shit Richards can, but he has magic. He can't magic as good as Stephen, but he has ultra science. So he covers his shortcomings in one are, by being adequate in another.
As for Stark, he really shouldn't be up there with Pym or Reed. Pym's tech borders on goddamn magic. Stark's a mean weapons designer, but he's a much more "realistic" genius. He's good at one thing, and that's it.

Sure, but you have Reed & Pym who are simply above all others. They do all their stuff completely alone, have no lackeys, and their discoveries are much more than "here's a gun that can kill 500000000 aliens per second". I don't mean to dish the others, but Stark is a much more realistic genius. He's someone you'd find on a movie or video game. Not in a comic book universe with gods. And I think that makes him a better character TBQH.
