I would introduce him in the first minute of the Avengers movies robbing a bank or jewelry store. Falcon and Antman would show up to try and put a stop to him, they don't take him serious which leds them to get their butts kicked. Its not till the late arrival of Hawkeye that they finally put a stop to him.

My Avengers movie would be the formation of the Masters of Evil. Oddball along with others are broken out of jail by the Crimson Cowl.
