That was from Edmonton's (excellent) Punisher run, not from Sam's own comic.

He's been hanging out with Cap for decades, he's gotten quite a bit of practice over the years.

That's a tough one, since my favorite moments when he was Cap either aren't political and are more fun, cheezy comic book stuff (His falcon getting turned into a vampire in the first series; the pro-wrestling issue; Capwolf II), involved other characters (illegal immigrant Falcon and Rage fought the SJW supervillains, Sam wasn't in that issue) or were villain monologues ("Make America Marvelous again!").

Spencer's run works as an overriding arc of a seasoned superhero finding himself in over his head when he tries to apply his personal politics to a living legend. It's not one specific moment, it's a long (and IMO worthwhile) journey.

Personally I think it's a lot better than the concurrent Cap Hydra run.

Steve took Hydra and attempted to recreate it into something just because it seems like he's the only super that's able to comprehend that maybe all those people among its ranks aren't irredeemably evil and with the proper leader-figure can be used to positively contribute to society instead of destroy it.

By infiltrating Hydra and making it into a positive spin on nationalism instead of a negative one, Steve would have accomplished far more than Sam as his tenture as Cap'. And that's really what makes him Captain America, more so than his shield; his ability to take into account and see the perspective of EVERY American, be they gay, straight, right, or left and treat them with compsasion.
