Why did she care so much?
Her brothers weren't doing anything particularly harmful to others. Was she not impressed by their genius? Was she jealous?
She had friends and a boyfriend that cared about her and wanted to hang out with her, but she would rather spend all day trying to get her kid brothers in trouble?

She needed to prove she wasn't crazy, and it just made her look crazier. The crazier she looked the more she had to prove. It spiraled out of control.

That's actually the entire point of the Wizard of Oz episode, which would have been the season/series finale if Disney hadn't ordered more episodes.
Wizard of Odd, Rollercoaster: The Musical, Summer Belongs to You, and Candace Gets Busted each could have served as a series finale when it comes down to it.
And any one of them would probably have done a better job of it than the actual series finale did if we're honest about it.
