I...sort of dig it, actually. Dumbo has always been one of the more depressing/dark disney classics, and this design fits that tone. It is to keep in mind that it's probably the lighting here that is making the model look creepy as fuck.

Why are they doing this for the Dumbo one if all the animals in Jungle Book were just normal?

Dumbo had big blue eyes in the cartoon, so it works. Will probably be less creepy with better lighting.

Because all the animals in the original Jungle Book WERE normal. Dumbo was abnormal in his own movie, so having him maintain his abnormality here works, even if it includes ways that weren't an issue in the original.
