Probably something very along the lines of Disney, just incorporating fascist ideals in them. Remember, Disney was operating for quite a while even before WWII, and the animation industry was almost single-handedly shaped by their works, so the Nazis would probably continue Disney's work, probably maintaining the company cause he hated Jews as well, and the style would be pretty much identical to early Disney post-WWII.

The allies had this strange obsession with the thought that Germany would take over the world, when the fact is, there wasn't a plan for that anywhere in Germany's files. I'd wager on it being more on the lesser side of unified. The French resistance groups were pretty die-hard and already had ties to Great Britain, which would itself likely become a hotbed of resistance activities if it fell to Germany.

Of course they wouldn't be making scathing political cartoons, they'd be making car-bombs and assassination attempts. I'd bet the Germans would make some cartoons about them, probably portraying them as senselessly violent Jewish puppets.

Depends on the political situation. During war time, a solid diet of ideological indoctrination and other such "educational" material, intermingled with antibacterial clean comedy on the party line. I have a few comics from when my country was run by Mussolini: they are "Mandrake" comics, where the main character's assistent is Lothar the negro.
You literally couldn't tell they are from fascist Italy, Lothar speaks weird but he's the typical sidekick strongman.

When Mussolini seized power the first thing he did was neutering the most extremist parts of the movement (Farinacci), to the point they considered him some kind of "traitor". Too bad he had the nation under control so they had no alternative but sitting down and shutting up.
I'm sure you'd be able to find comics from fascist Spain too, after all the regime ended in 1975.

I can do you one better, a German animated movie from 1926. It's notable for being the earliest surviving animated movie known, and the first to make use of a multi-plane camera, and a passion-project made by three people including Lotte Reiniger, her husband, and their mutual friend. It's rather unique in that it uses stop-motion shadow puppets as the primary form of animation, and since it predates sound film it also uses subtitles. I've seen German and English versions, but I'm having trouble finding the full movie.

It's called The Adventures of Prince Achmed, and is loosely based on a few of the stories from One Thousand and One Arabian Nights. Here's a clip from the introduction sequence, paired with a recording of the music that was composed specifically for the film.

I own several kimonos, which I wear around town. I want to get used to wearing them before I move to Japan, so I can fit in easier. I bow to my elders and seniors and speak Japanese as often as I can, but rarely does anyone manage to respond.
