Definately Earth 1, the heroes aren't constantly in-fighting, they actually care about the people and not a lot of stuff happens that they can't fix

I don't really know but as a DC/Lantern fag, two times where I remember a lot of civilians dying were when Coast City was destroyed along with nearly all of it's residents which, according to Wikipedia was 7 million, and in Blackest Night where every 0.01% of the charge of the Black Lantern power battery was the heart of a person killed by the Black Lanterns, the charge eventually reaching 100%.
