At the d23 panel on ducks, they asked the runner of the new DuckTales reboot about the possibility of Darkwing, and his response was, essentially, "Do you mean the Terror That Flaps In The Night? ... I don't know who that is."
There's also a Jim Cummings panel today, so expect him to get grilled about it.
Tad Stones, the creator of Darkwing Duck, and the writer (if I remember right) of the DuckTales episode Double-0 Duck that inspired the creation of Darkwing (it's a convoluted story), has always maintained that the two shows are in separate universes. Mostly so they don't have to explain Launchpad. But he's also been more than willing to work with Silvani and Sparrow on the comic book that came out, and that had a crossover...so who knows?

I can only hope. Darkwing was my absolute favorite. I still remember waiting and waiting and waiting for it to premiere. They started advertising it like eight weeks out, and two months was MURDER for ten year old me.
