Stain is not as dangerous as random clown with zero powers, his powers work only when he gets your blood, other than that he's just your typical highly trained deadly assassin.

I've seen some arguments about how he is just a normal dude like Daredevil who does most impossible shit, but when you think about it, when he was confronted head on by 3 high schoolers he was taken down, and he's not a Z lister among villains, they put AfO in the same place as him.

I think in the Vigilantes spin-off his origin is being given in more detail now. He is extremely skilled but his quirk is only powerful if he can exploit it (and also people don't really seem prepared for it).
