Can't really give an answer on that because they always pull the Barry created the speedforce card but Wally now basically has Zoom powers and is able to stop time since his heart is fucked.

how about fastest multiverse Flash? My money on KC Flash, he's the speed force in the physical plane

Both Wally And Barry are the fastest says narration blocks. Equal.

Zoom is the fastest if you count the 25 century. But probably because negative speedforce is slighty faster.

Wally has speedforce taking and giving and making costumes. Barry admitted in rebirth he doesn't know how to do that.

Most speedsters now have something extra. Black Wally got bolts, Jess will have flying. Jay used to have kinetic energy discharge. Godspeed got clones and some kinda toon force.
