The Batman 2/Robin 2 stories did name Batman's wife--it was Kathy Kane. And that was whom Byrne wanted Generations Bruce to be married to. But the problem to him was that Kathy wasn't introduced until the mid-1950's.
So he decided to leave the identity ambiguous, you could imagine it could be Julie Madison or Kathy Kane or Selina Kyle.
