I feel like in the 90s there were a few storylines where Pete was wanted as himself and not as Spider-Man, so what the cover shows probably isn't a clue. There was also a time or two where he saved someone as a civilian and got 15 minutes of fame for that, so that's not new.
Of course Slott could be talking out of his giant ass and it is one of these things that have happened before.
