Exactly. Woverine's DNA and metal bones basically don't add anything to Hulk's moveset. I could think of multiple superior combinations. For example, giving the Hulk clone power of flight, invisibility, eye beams, and any other number of enhancements that would be complementary to Hulk's power and regenerations.
