Barry owns STAR labs or something, as well as other properties owned by Well/Thawne, such as the Hall of Justice used in the Dominators crossover.

I think he's kind of a millionaire with all of the assets that belong to him, in that he can keep the lights on at STAR labs and pay Cisco and Caitlin, and even Julian now. I mean it's all Barry's shit, there's no secret manager running STAR labs off-camera.

But then you remember that he still has a regular job with the police and until recently lived with his dad
