Okay, admittedly I don't know much about him but the look alone is too ridiculous to properly transfer him to MCU and make him gain any popularity. If anything, he'd be portrayed as just a generic smart villain.

By gamma mutation logic, the Leader should be the smartest mortal being in the universe, but he should be billed as Banner's enemy, not Hulk's. Banner has tried ever since his accident to keep the Hulk under control, but the Leader wants to take that power that terrifies Bruce. Banner's confrontation with the Leader should be about genius vs genius, not typical brains vs brawn.

If Doom is going to be a hero for a while, you could have the Leader go up against him. There could be an interesting dichotomy between those two based on Doom's natural intelligence vs. the intelligence that the Leader gained through gamma radiation. It could be something like the Leader wants to prove that he's smarter than Doom but Doom always looks down on him for not being naturally smart.
