Because Hank said at the beginning of the episode Bobby doesn't need to learn how to cook and clean because his wife will do that for him. Because Hank has all the affection of a piece of wood, Peggy thinks that's the ONLY reason they're still together, even though she clearly loves him. That's why there's a joke about Bobby being the "other woman".
