After him, I'd say Captain Cold, but Gorilla Grodd poses a greater threat.

For the sake of this villain team, it would be Reverse Flash because you need the easily recognisable speedster.

But if you were going for the true arch-nemesis, I'd go for Captain Boomerang.

I love Cold, he's my personal fave. But he can't ruin Flash's day like Reverse Flash can.
