He wasn't. The 3rd smartest man schtick only started in Infinite Crisis, but then he was already a major player for much of Johns JSA.

I think he's cool and has a lot of potential but Johns didn't really do much with him. Same with Dr. mid-nite, his mini in which he was introduced was much better than anything he did in JSA.
