I think the issue is that the concept of an anti-Batman almost exclusively revolves around killers and genius criminals, being neither KM doesn't get any love and attempts to change him to fit that mold fall flat because of a, lets be honest, garish and silly costume. They should have him reflect the investigative side of Batman; if Batman is the world's greatest detective then Killer Moth is the criminal consulting detective. Need to know who is snitching? Killer Moth. Want to find out which of your crew is an undercover cop? Killer Moth. One of your boys skipped town with your money and mistress? Killer Moth. Give him a more subdued costume in a tasteful color palette, maybe something with browns and golds, and set him up as a consistent background presence in the supervillain/criminal community.

Also have the green and purple suit something he busts out for more high profile things; his kid designed that costume for him and if being the world's best supervillain dad means wearing a fur collar cape and striped pants occasionally then he usually fits into a 36x32.

My favourite D-lister. I remember getting hyped when I saw his torn costume and reading his bio in Arkham Asylum. I felt sorry for him in the Batman and rooted for him when he became a giant bug (comic and show).
It's a shame that other D-listers like "Gentleman Ghost" and "Clock King" get more attention. I'm rewatching the Adam West series and anticipating his episode.
