He's better than Doom because he always has a multi-layer plan with primary and secondary goals in place that takes failure into account so that no matter what happens, he gains from it. I think there's only one instance in the series that Goliath actually ruins his plans with no upside for Zanatos, and that's because he thinks Goliath is thousands of miles away at the time. He also is not so egotistical that he won't ask for help when he needs it, and he will honor a debt to a fault. If he were ported over to the 616, he'd be running the place inside a year. All behind the scenes, of course.
