I honestly get the feeling that he was constructed cold, probably MTO, and like a lot of MTOs, the whole 'ideology' thing doesn't mean as much when you're literally born into a conflict and just told to 'go kill those guys over there'.

One more example of Megatron's sins. His initial ideology, the reason for the Decepticon Cause, the whole 'You are being deceived' thing kind of went out the window a long, long time ago, and he himself implemented the new sorts of plans, like that whole 'Infiltration Scheduling' and whatnot, which are based around being backstabbing deceitful scumbags. So you can't really blame Fangry for not knowing better (tactically speaking), as it's likely all he knows...even if he is still a murderous scumbag.
