IMDB isn't very accurate when it comes to ratins
I'm not trying to be an ass, just hear me out

When people just saw a movie for the first time, especially when in the cinemas, they feel a lot stronger towards it, and is very likely to rate it 10/10 or 1/10.
If they'd be asked to rate it after the second time they view it, at least one year later, they'll be a lot more likely to give it something a little more balanced.

But the older a show is, the less likely people are to watch it, or even bother to rate it.

So, normies rate new shows to the top, and people who have special interests rate older shows to the top.
It's basically just a competition of who can get the most shows up there

I like to search by year on sites like IMDB for this reason. Rating sites "Top 10 of all time" lists are always biased toward new releases.
