Is this really the entire extent of her appeal? Just some easy lay Ra's uses as a carrot on a string to coerce Batman into being his sonfu? It seems like a terrible waste of character potential, imo.

It is limited appeal, which is why Morrison made her the ex-from-hell on a supervillainous scale. A lot of fans complained, but they were already cheapening Ra's' legacy with the "Daughters of Al Ghul" plotline and introducing Nyssa - my point being if they hadn't made Talia a full-on villain, they'd have just kept pushing their Original Al Ghul Do Not Steal as "Ra's' TRUE heir" instead.
