Pamela dissolves people alive, and is one of the strongest of Batman's rogues. Harley feeds people to hyenas, and with the exception of a few portrayals, isn't even much of a fighter.

They're both psycho, so there's no way this relationship can be permanently healthy. It's portrayed in an optimistic stasis of benevolence, but would eventually become even more damaging or murderous than Joker/Harley, because of it's emotional nature. The Joker pairing never ends in murder, because Harley is the perfect combination of disposable and loyal, and Joker is very smart.
