I'm not sure I'd word things like that, but it's not far from the truth.

Selina, while still playful, is written as a more mature, experienced and classy woman most of the time. I think part of this is due to the fact that she has had years worth of solid solo work that has fleshed out her character far beyond just being a love interest for Batman.

Another part of it is her respective love interest as compared to Felicia's. Peter is something of the eternal teenage boy, and while he technically ages and matures, he never loses that boyishness. Compare that to Bruce who, for all his faults, is something along the lines of an ubermensch, a paragon of masculinity of sorts, who's also stoic and driven enough to make you know that it takes a very extraordinary woman do to him what Selina does.

Why do "stealthy" characters like Catwoman or Black Cat or Widow wear those leather/vinyl suits? Don't they know how much noise they make and how much they restrict movement?

I might be biased since I generally like the theory that Bruce Wayne is just an phase that Batman is keeping up and that there is nothing really human left in him. There is only Batman. A creature entirely devoted to fighting crime with no room left for emotions or sexual needs.
So when ever Selina comes around an manages to distract or fool batman with her feminine charm it seem off to me.
I think Selina works better with a more normal man since there it comes off as no surprise that she is easily able to make them dance to her will
