There's kind of a point in that, isn't it? A lot of what makes up Doom is him trying to be someone he's not or hide someone he is. He hides the scar, and hides it behind some crazy supervillain mask and get up. He tries to play himself off as the noble aristocrat, but even he admits down to the wire that he's often just in it for himself. Is Latveria ever depicted as anything but a gigantic throwback to 20th century peasantry? Even countries with nobility doing shit were moving beyond that, though it was typically in a very constitutional direction. He's always certain he's better than Richards, but he's need to prove it belies his own willful delusion about it.

He's compelling when his true heroic moments are punctuations, not the entire story. Doom shouldn't be cartoonishly evil, we don't need some Morrison correction of the character throwing people into ovens Magneto-style. But he should be wrong, with his heroism being him correcting his wrongs as he's sometimes given the opportunity to do. Doom is also about control. Doom is right, so him leading things should be right. The person who can't accept their own flaws and necessity of not being in total, unchecked control. That sort of thing.

I seem to remember that early issues with Doom had him replacing the dangerous/monotonous/physically tiring work with his robots. Robot military, robot police, robot farmers, robot field hands, robot construction workers, etc. So Doom kept the populace as peasants, but didn't make them do any sort of work that they were unwilling to.

A one-shot set during Doom's time as ruler of Latveria that's told from the perspective of Joe Public, starting from his conquest of the throne up until the more recent arcs, maybe throwing in a reference or two to the more popular stories.

That way, we could actually see what the ordinary people of Latveria thought about his rule. I remember the line about how within a year he'd eliminated want. Well, let's see that! Show us how the standard of medical care is higher than in any other country and is freely available to every citizen! Show us how they have the cure for cancer but in order to access it you have to come to Latveria and pledge loyalty for life! Show us about how the army of Doombots were about to completely modernize the country infrastructure! Show us all of the political decisions, economic machinations and social advancements!

There's so much untapped potential, it could be absolutely fantastic.
