There is so much political strife within Marvel. Honestly its just gotten to a point where peoples ego's and personal agendas are allowed to go unchecked.

We got the unnatural hatred of the X-men with their rights being sold to Fox and all of the other bullshit.

Business practices that is more focused on shock and outrage rather than telling a good story. One of the editors at Marvel even said people will read the book if he hates it. Like watching a trainwreck you can't look away from. He believes more people will tune in to see key characters die rather than having a story that is interesting.
So basically Anger>Apathetic. Anger sells more books in their eyes.

Editors not doing shit since they have no real power anymore due to mandates.

Also most of Marvel is run by business types who like things that good on paper. Relaunching a series with a new #1 is guaranteed a huge boost in profits. This is why they keep trying to renumber everything every chance they get. Squirrel Girl even had two #1s in the same year if you can believe that.

Finally we have the lack of talent. They're hiring YA authors for publicity reasons. This why they haven't cancelled America yet. Gabby Rivera is a terrible writer but has gotten more air time and interviews than anyone else at Marvel since shes a gay, fat, Puerto Rican. They have forsaken most of the older writers in favor of younger ones which is a huge mistake since all the new "talent" try to make their runs more introspective or a breakdown on comicbooks in itself rather than being fun. Think of webcomics with a budget.

Even if Marvel absolutely repudiated everything after, say, 2007, issued official apologies, fired everyone and did a linewide hard reset that made Rebirth look like kid gloves do you really think they'd go back up to their 90's numbers?
