Copyrights were originally created for the benefit of the artist. When the editorials replaced the nobility as the employers, the writers were in most cases exploited and they were literally starving while their works sold by millions. The copyrights were created for allowing artists to live from their work and be compensated from their contribution to the big industries. The expiration date was for the simple reason of the writer not being able to live forever and opening the posibility of others to rework these characters and world. Steamboat Willie is copyrighted. It will enter the public domain in 2024, unless a copyright extension is passed. Anyone will be able to sell, use, or remix the cartoon at this point.

Assuming Steamboat Willie enters public domain, new content of him can be created. It's the name "Mickey Mouse" and very specific images of him that cannot be used in trade, i.e. as a logo on DVD box art, as a mascot representing a company, etc.

It's important to note that only Mickey, Minnie, Pete, and story elements specific to Steamboat Willie can be used freely. Any other characters or story elements created after would still be copyrighted, so this wouldn't be the free-for-all some might believe.
