This was one of the few good parts of Before Watchmen, Comedian kicking his ass using that. IIRC it wasn't a real noose but it's still way more of a liability than a cape.

The Comedian, mostly; though they all seem disfunctional to begin with. Well, for what little we know of them, anyway.
In retrospect, it was going to collapse eventually; but they did some good while they lasted and I suppose that's what really counts in the end.
