Yea, the whole "clock maker" thing is a bit part of who he is. He had to reform his body. You could potentially try to train people, but you risk them dying. He spent a life time as someone capable of such a skill.

NCIS vanilla has grown on me for it's campiness but it's actually painful to see so many shows ape old batman comic plots and bastardize them.
