That's because in the original concept, Steven didn't have any magical powers. He was just a teenage intern who worked for the crystal gems (who were goddesses rather than magical people, although they might have still be revealed to be aliens later). It was Genndy Tartokovsky who told her to give the main character superpowers so that he wasn't just a useless tag-along character.

Her brother is a cutie though but Sugar seems to be the kind of person to have dealt with some kind of body dysphoria before and the idea of a fat protagonist is probably there to help calm that and others who may have similar problems.
Honestly I like it though. Steven is easy to recognize with the art style and has a distinctive silhouette which is important for lasting impressions. You can have a bunch of Johnny Quest looking fuckers and not know which is which if they were blacked out but you would see Steven's chubby shape and instantly know it's him. Pic semi related.

I feel that is a problem tied to a different aspect of the show. They still follow the designs set for those characters but boarders are given a bit more free reign to adjust size.
A 5 foot Steven and 2 foot Steven will still share a bunch of similar elements for the design. Same thing with a 4 foot Connie and 2 foot Connie.
Peridot is kind of weird because she actually has two designs attached to her character but the unifying factor is her dorito shaped head to which you can still recognize no matter how fucking small they draw Peridot.

Sugar just does noir care to adhere to the human form; limbs bending as if boneless, bodies that seem more like squishy masses of flesh than human torsos, etc. The way how she doesnt establish a framework for the characters also makes the figures look like a grouping of pencil strokes that only coincidentally took on vaguely human shape. I've seen artists that work that way, but the way she does it just seems...creepy. I understand that's her style, but it does not stop it from ramming full speed into uncanny valley.

The state of the show has only reaffirmed my thoughs on the matter, but I'm under the impression she doesn't know what she's doing in any regard. I also don't get why these drawings have all these random lines. I'm not a fantastic artist, but seeing this bugs the shit out of me. She's not using any construction and she clearly isn't at a professional level to do it freehand. I just do not understand her process when it yields results like this. Two live examples of Faust, Mccracken, and a bonus on a SJ DVD shows a bunch of concept art Genndy was working on at the time, there's one shot in it that shows multiple concepts of one character; something professionals do.
