They were developing two projects. One an action adventure "ultimate" style reboot (that's where the "Red Baron" Robotnik design comes from), the other an ironic comedy show (that's where this thin twig "Eggman" comes from).

This was one of the few times Americans got shit right when they mistranslated or otherwise adjusted weeb shit for our market. His Japanese name was always Eggman but here in America the instruction booklet called him Robotnik, as well as an early comic depicting his origin, so we knew him as Robotnik until they killed off the 'real' Robotnik in Archie for a few years and they added in lines to Sonic Adventure when that first came out acknowledging both names but ultimately shifting his name to Eggman.
